Labs cannot profiteer at farmers' expense during BVD programme

 IFA Animal Health Chairman John Waters has strongly criticised the laboratories designated to provide diagnostic testing for the national BVD Eradication Programme, for their failure to offer testing to farmers at reasonable rates.

 Mr Waters said, “Prior to the commencement of the BVD Programme, labs were offering tests at a significantly lower rate of €4-€4.50, which included the cost of the sample tag. It is opportunistic of labs to charge similar rates for testing alone. While some labs are willing to do deals at rates lower than those quoted, these reduced rates still do not reflect fully the economies of scale the labs can achieve in the Programme.”
 
John Waters said, “As the farmer has already supplied the sample tag, and given the economies of scale, there is no justification for not reducing significantly the cost of diagnostic testing.”
 
The Animal Health Chairman said, “The blatant profiteering by the labs is not acceptable and could have a very negative impact on the level of uptake of the BVD Programme. The move to the compulsory phase could also be jeopardised.”
 
Concluding, he said, “If the designated diagnostic labs do not reduce significantly their rates, IFA will be demanding that AHI designate labs that can offer testing at realistic and fair rates for all famers. Farmers will not allow the greed or opportunism of any service providers to drive up the cost of the BVD Programme.”

The IFA Animal Health Project Team formulates policy on all aspects of animal health, such as Bovine TB, Brucellosis, BSE, Bluetongue, Fallen animals and Animal Remedies (Distribution) at National and EU level.

The Animal Helath Project Team also assists farmers on a daily basis in their interaction with the Department of Agriculture on Animal Helath issues, such as compensation entitlements, farm restrictions and compliance issues for Single Farm Payment inspections and Animal Remedies regulations.

Brucellosis Testing Programme for 2012

 

IFA re-action to Brucellosis testing programme for 2012  
 
Reacting to the announcement on brucellosis testing programme for 2012 by the Minister for Agriculture Simon Coveney, IFA Animal Health Chairman John Waters acknowledged the decision by the Minister to reduce the level of annual round testing for dairy farmers.
 
The decision to test only 20% of dairy herds in the coming year is worth €1.2m in savings to farmers. 
 
John Waters said, “Having attained brucellosis-free status in 2009, it is disappointing that the testing regime has not been relaxed further. In particular, the pre-movement test for heifers should have been increased from 18 months to 24 months. This would have delivered significant savings to farmers and aligned all of the testing age requirements under the Brucellosis programme.”
