The Council will discuss the issue of animal welfare, focusing on the results of the recent Eurobarometer survey on animal welfare and on the establishment of the EU platform on animal welfare. The latter was already discussed by the Council in February 2016.
Agriculture and climate
Ministers will then have an exchange of views on the relation between agriculture and the climate, in the light of the outcome of the Paris climate conference (COP21) in December 2015. Discussion will focus in particular on the role of agriculture in mitigating climate change, the relation between climate mitigation and adaptation, and the possible contribution of agriculture to the transition to a bio-economy.
Ministers will also be updated on the market situation and the implementation of the measures set out in the presidency conclusions on ‘Market situation and support measures’.
Lastly, the Commission will inform the Council about recent and upcoming activities, in particular the simplification of direct payments and of the common market organisation (CMO) regulation. Under any other business, ministers will also have the opportunity to be informed on the impact of the National Emission Ceilings directive on the agricultural sector and the TTIP 13th round of negotiations.
