European maritime and fisheries fund post 2020

Ministers will discuss the Commission proposal for a European maritime and fisheries fund (EMFF) for the future programming period 2021-2028.

Fisheries controls

Ministers will also discuss a proposal for a regulation on fisheries controls. The objective of the proposal is to modernise the fisheries control system to match the evolution of fishing practices and techniques and ensure that the common fisheries policy (CFP) is properly enforced.

Fishing opportunities for 2019

Ministers will be presented with a communication on the state of play of the common fisheries policy and the 2019 fishing opportunities. Every year the EU sets catch limits for most commercial fish stocks, called fishing opportunities or total allowable catches (TACs).

After setting out the methodology for calculating 2019 TACs in a communication, the Commission will table a proposal which ministers will decide on at the December Council.

Future of the CAP post 2020

Ministers will focus on the post 2020 CAP reform package.  There are three legislative proposals to be discussed:

  • a regulation on the CAP strategic plans
  • a regulation single common market organisation (CMO)
  • a horizontal regulation on financing, managing and monitoring the CAP

These proposals give shape to the ideas for the future of the CAP, as outlined in the Communication on the Future of Food and Farming.

Agricultural market situation

Discussions will focus on the latest developments in main agricultural, including dairy and pig meat markets.
