AGRICULTURE COUNCIL 13 JULY

Brussels Daily

The First Agriculture and Fisheries Council under the Luxembourg Presidency will take place in Brussels on Monday 13 July starting at 10 a.m.   Read the Background Note here

The Luxembourg Presidency will give a public presentation of its work programme in the

agriculture and fisheries sectors.

Ministers will have an exchange of views following the Commission presentation of its

communication reviewing the decision-making process on genetically modified organisms

(GMOs) (8344/15) and of a proposal for a regulation on the possibility for the member states to

restrict or prohibit the use of genetically modified food and feed on their territory (8356/15).

The communication seeks to adapt the GMO legal framework by allowing for national governments’

views on the use of GMOs to be better taken into account. Following the change introduced in the

GMO legal framework to allow member states to restrict or prohibit the cultivation of authorised

GMOs (directive 2015/412/EU), the communication concludes that there us a need to extend it to

genetically modified food and feed.

This would mean that since a GMO is authorised for use as food or feed in Europe through the

current single risk management system, member states would then have the possibility of deciding

whether to opt out from allowing that particular GMO to be used in their food chain.

The Council will also discuss market evolutions, including the impact on the EU market of import

ban on EU agricultural products imposed by Russia in August 2014.
