Background brief – Agriculture and Fisheries Council of 19 March 2018

Agenda highlights

Agriculture

The Council is due to adopt conclusions on the Commission communication on “The future of food and farming”. The communication sets out the guiding lines of the Commission’s vision for the future Common Agricultural Policy (CAP) period after 2020, with the aim of simplifying and modernising the EU’s farm policy.

Through Council conclusions, ministers are due to contribute to the debate that will lead to the drafting of legislative proposals on the future CAP. In the context of the CAP debate, ministers will also be informed about the joint declaration of the Baltic states plus Poland on the Commission communication on “The future of food and farming”.

Fisheries

Ministers will also have a first exchange of views on the regulation on a multiannual plan for demersal species in the Western Mediterranean.

Multiannual plans aim to:

  • ensure the sustainable exploitation of fish stocks
  • increase stability and long-term predictability for fishermen

Finally, the Council will be informed about:

  • working conditions and safety on board fishing vessels
  • development of EU freshwater aquaculture after 2020
