The environment ministers will adopt a statement on the ratification of the Paris Agreement, the global legally-binding agreement on climate agreed in December 2015.
Greenhouse gas emissions
Ministers will hold a policy debate on the revision of the emission trading system (ETS), one of EU’s main tools to reduce greenhouse gas emissions. The European Commission presented its proposal in July 2015 and the Council is currently analysing the text before starting negotiations with the European Parliament.
The Council will also address the proposed directive on the reduction of national emissions of certain atmospheric pollutants, the so-called NEC directive.
The Council is expected to adopt conclusions on the EU action plan for the circular economy, which aims to maintain the value of products, materials and resources in the economy for as long as possible and reduce waste.
Under any other business, the Council will address emissions by diesel cars and endocrine disruptors. The Slovak delegation will present its working programme as incoming presidency (July-December 2016).
